Sovereign AI in the UAE: how to run AI with your data kept in the country

Government entities and regulated companies in the UAE want AI without sending sensitive data abroad. This guide explains the four ways to deploy it, which models to consider, how to size hardware and what to check before you start.

Key takeaways

  • Sovereign AI means your data, prompts, models and logs stay under your control and inside the UAE, under your own access rules.
  • There are four common setups: your own servers, an air-gapped network, a UAE cloud region, and Abu Dhabi’s sovereign government cloud.
  • Open-weight models with strong Arabic, such as Falcon and Jais, can run entirely on your own hardware.
  • Model size drives hardware: an 8-billion-parameter model fits on one data-center GPU, while a 70-billion-parameter model usually needs several.

What sovereign AI means in practice

An AI system is sovereign when you decide where it runs, who can use it and what happens to the data. In practice that means four things:

  • Data, prompts and outputs stay in the UAE, on infrastructure you control or have approved.
  • No document or question is sent to an outside AI service unless you allow it.
  • Every question, answer and administrator action is logged for audit.
  • You can change or update the model without changing vendors.

The rules behind this vary by organization. Personal data falls under the UAE’s Personal Data Protection Law (Federal Decree-Law No. 45 of 2021). Government entities also follow the UAE Information Assurance Regulation and their own data classification policies. Sector rules add more: ADHICS for health data in Abu Dhabi, and separate data protection laws in the DIFC and ADGM free zones. The UAE Charter for the Development and Use of AI (2024) sets principles such as human oversight and transparency.

In March 2025, DGE signed a multi-year agreement on behalf of the Abu Dhabi Government with Microsoft and Core42 to implement a sovereign cloud for government services, sized for more than 11 million digital interactions a day.

Choosing a model

Open-weight models can be downloaded and run on your own hardware, so no data leaves your environment. Two were built in Abu Dhabi:

  • Falcon, from the Technology Innovation Institute (TII).
  • Jais, from Inception (a G42 company), MBZUAI and Cerebras. Jais 2, released in December 2025, is a 70-billion-parameter open-weight model built around Arabic.

International open-weight families such as Llama, Qwen, Mistral and Gemma are also widely used. Choose on evidence: test candidate models on your own documents, in Arabic and English, and check each model’s licence for commercial and government use.

Sizing the hardware

A model’s memory needs depend mainly on its number of parameters. As a rule of thumb, weights take about 2 bytes per parameter at 16-bit precision and about half a byte at 4-bit quantization. Add memory for long documents and for many people asking at once.

Approximate figures for model weights only.
Model sizeWeights at 16-bitWeights at 4-bitTypical hardware
7–8 billionAbout 16 GBAbout 5 GBOne data-center GPU
30–34 billionAbout 70 GBAbout 20 GBOne 80 GB GPU with quantization, or two GPUs
70 billionAbout 140 GBAbout 40 GBTwo to four 80 GB GPUs

Many teams start a pilot on a single GPU server with a mid-sized model and their own documents, then size production from real usage.

What a sovereign AI platform includes

  • Model serving on your GPUs, with the option to switch models.
  • Retrieval over your documents, with answers that cite sources and respect each user’s access rights.
  • Single sign-on and role-based access.
  • Audit logs of questions, answers and administrator actions.
  • Evaluation against your own test questions before each model change.
  • Monitoring of usage, cost and quality.

Questions to settle before you start

  • What is the classification of the data the AI will see?
  • Which setup does that classification allow: own servers, air-gapped, UAE cloud or government cloud?
  • Which languages and dialects must the AI handle?
  • Who may ask questions, and which documents may each person see?
  • How will answers be checked, and who is accountable for decisions?
  • What will you measure in the pilot to decide on production?

Questions and answers

What is sovereign AI?

AI that runs under your control and inside your jurisdiction: your data, prompts, models and logs stay on infrastructure you control or have approved, under your own access rules.

Can a large language model run fully on-premise?

Yes. Open-weight models such as Falcon, Jais, Llama and Qwen can run on your own GPU servers, including on networks with no internet connection.

Which models handle Arabic well?

Jais was built around Arabic, and Falcon also comes from Abu Dhabi. Several international models handle Arabic well too. Test candidates on your own documents before choosing.

Is a UAE cloud region enough for government data?

It depends on the data’s classification and your entity’s policy. Some data may use a UAE cloud region; more sensitive data may require your own servers or an air-gapped network.

How much hardware does a private LLM need?

An 8-billion-parameter model fits on one data-center GPU. A 70-billion-parameter model typically needs two to four 80 GB GPUs, depending on quantization and the number of users.
