Mizan · ميزان · NMAC software
Every gram of nuclear material, accounted for.
Mizan is nuclear material accounting and control (NMAC) software for nuclear power plants. It keeps the book and physical inventory for every material balance area and key measurement point, closes each period with MUF against IAEA thresholds, and produces ICR, PIL and MBR reports in IAEA Code 10 format, reviewed and approved before anything leaves the site.

Book and physical, side by side
Book inventory from the ledger and the physical count for each KMP, with every difference explained before the period closes.
MUF against IAEA thresholds
Material unaccounted for is calculated for every period and compared with the alarm threshold based on one significant quantity.
Reports nobody retypes
ICR, PIL and MBR are generated from posted entries, checked against the format and sent only after approval.

Why it matters
Safeguards accounting can’t run on spreadsheets
Every receipt, shipment, core load and discharge changes the inventory, and your regulator and the IAEA expect each change reported on time and without error.
Spreadsheets break at scale
Thousands of fuel assemblies, batches and movements across spreadsheets and legacy tools invite transcription errors.
Reports rebuilt by hand
Code 10 reports retyped for every period cost days of work and risk a rejected submission.
No single source of truth
Book inventory, physical counts and the core map drift apart when every team keeps its own record.
What Mizan does
One system for nuclear material accounting and control
Material movements
Receipts, shipments, core loading, unloading and reloading, and relocations between KMPs, each creating its inventory change document.
Ledgers and book inventory
A general ledger for every material balance area, in element and isotope weight, with the balance on any date.
Physical inventory taking
Count items, verify seals and record measurements for each KMP, and resolve every discrepancy before the count is submitted.
Material balance closing
Close each period with the balance equation, MUF, shipper/receiver differences and a closing checklist.
Facility maps
Reactor core, spent fuel pool and fresh fuel racks, with the full history of every fuel assembly.
Regulatory reporting
ICR, PIL and MBR in IAEA Code 10 format, XML and PDF, with format checks, concise notes and an encrypted channel to the regulator.
How it works
From movement to regulator, with four eyes on every step
- 01
Record
Reporters record each movement or import it from XML, CSV or Excel. Mizan checks it against master data and licence limits.
- 02
Review
A reviewer checks the declaration, the measurement basis and the attachments, and returns it for amendment if needed.
- 03
Approve
An approver signs off and the entry posts to the ledger. Nobody can approve their own work.
- 04
Report
Mizan builds the reports from posted entries, validates them, sends them and archives the delivery receipt.
Comparison
Mizan vs spreadsheets and legacy tools
What changes when nuclear material accounting runs in one controlled system.
| Feature | Mizan | Spreadsheets and legacy tools |
|---|---|---|
| Code 10 reports | Generated from posted entries and format-checked | Rebuilt by hand each period |
| Review and approval | Reporter, reviewer and approver in the system | Email and signatures on paper |
| Material balance | Closed with MUF and a checklist | Manual reconciliation |
| Core and pool maps | Any date, rebuilt from the ledger | Separate drawings |
| Audit trail | Every change logged and versioned | Partial or missing |
| Access control | Single sign-on, MFA and roles | Shared files and folders |
Who it’s for
Built for nuclear facilities that report to a regulator and the IAEA
Nuclear power plants
Operating units with fresh fuel, reactor cores and spent fuel pools to account for, period after period.
New-build programmes
Utilities commissioning their first units, setting up safeguards accounting before the first fuel arrives.
Research reactors
Research and test reactors that report nuclear material to a national regulator and the IAEA.

FAQ
NMAC questions, answered
What is nuclear material accounting and control (NMAC)?
NMAC is how a nuclear facility keeps track of every item and every gram of nuclear material it holds. It records each receipt, shipment and transfer, keeps a book inventory, counts the physical inventory and closes the material balance for each period, then reports to the national regulator and the IAEA. Mizan runs that whole cycle in one system.
Which IAEA reports does Mizan produce?
The Inventory Change Report (ICR), the Physical Inventory Listing (PIL) and the Material Balance Report (MBR), in the IAEA Code 10 labelled format, with XML and PDF versions. Each report is checked against the format and approved before it is sent.
Can Mizan meet our national regulator’s requirements?
Mizan is built around IAEA Code 10 reporting, which national safeguards systems build on. During implementation we configure the report formats, obligation codes, approval steps and submission channel your regulator requires.
Does Mizan support material control and accounting (MC&A) in the United States?
Mizan uses the same accounting model as US MC&A programmes: material balance areas, key measurement points, inventory changes and physical inventories. NRC reporting under 10 CFR Part 74 and NMMSS formats such as DOE/NRC Forms 741 and 742 are configured during implementation.
What is MUF?
Material unaccounted for (MUF) is the difference between the book inventory and the physical inventory at the end of a material balance period. Mizan calculates MUF for every period and compares it with an alarm threshold based on the IAEA significant quantity.
What are MBAs and KMPs?
A material balance area (MBA) is an area of the facility where nuclear material is accounted for. Key measurement points (KMPs) are where material is measured, such as fresh fuel storage, the reactor core and the spent fuel pool. Mizan models the full hierarchy from country and facility down to each KMP.
Does Mizan run on-premise?
Yes. Mizan is deployed on your own infrastructure, with single sign-on through your identity provider, multi-factor authentication and access limited to managed devices on your network.
Can we bring our historical records?
Yes. Historical ledgers and reports are migrated, verified with checksums and kept read-only, so past periods stay searchable next to new ones.
Does Mizan connect to our ERP?
Yes. Mizan connects to ERP systems such as SAP for master data and operator quantities, and exports to your BI tools.
