How to build a government service on TAMM

TAMM is where people and businesses in Abu Dhabi complete government services. This guide explains how an entity puts a service on TAMM: service design, TAMM OS, integration, testing, and getting ready for AI.

Key takeaways

  • TAMM is the Abu Dhabi Government’s single platform for public services. It is run by the Department of Government Enablement (DGE) and hosts more than 1,100 services from over 90 public and private partners.
  • Entities build and maintain their own services on TAMM OS, TAMM’s low-code platform, which shares common building blocks such as sign-in, payments and notifications.
  • A service project has five parts: service design, journey build, back-office integration, testing and ongoing support.
  • TAMM now uses AI that completes services for people (TAMM AutoGov), so new services need clear rules, clean data and APIs.

What TAMM is

TAMM is the Abu Dhabi Government’s single platform for public services. It is run by the Department of Government Enablement (DGE), which was set up in 2023 and leads the emirate’s digital transformation. People and businesses use TAMM through its app, its website, service centers and a contact center.

TAMM hosts more than 1,100 services from over 90 public and private partners. DGE reported 3.8 million users in 2025, with most requests now resolved by AI.

MilestoneWhat changed
TAMM OS (2021–2022)A low-code platform that lets government entities build their own services on TAMM. After a pilot with four entities, 33 entities had joined by 2022.
TAMM 3.0 (GITEX 2024)An AI assistant that people can talk to by voice in Arabic and English.
TAMM 4.0 (GITEX 2025)AutoGov, which completes recurring services such as licence renewals and bill payments for people, based on preferences they set.
TAMM Global (October 2026)A DGE company that licenses the TAMM platform and its methods to other governments.

How a service gets onto TAMM

Each entity owns its services. TAMM provides the shared channel and the shared building blocks, and TAMM OS lets the entity’s own team, or a vendor working for it, build and maintain the service. The program that moved Abu Dhabi’s services onto TAMM brought together 33 government entities and more than 300 workshops with 495 government staff.

  1. Define the service

Write down eligibility rules, required documents, fees, approvals and service levels, and list the systems that hold the data. Most delays start here, when rules live in people’s heads.

  2. Design the journey

Plan the screens in Arabic and English, mobile first. Reuse TAMM’s shared components rather than designing custom ones, so the service looks and works like the rest of TAMM.

  3. Build on TAMM OS

Build forms, workflows and status updates on TAMM OS. TAMM OS 2.0 came with more than 20 shared digital enablers, built once and reused across entities.

  4. Integrate

Connect the service to your back office (case management, ERP, document management), and to UAE PASS sign-in, payments and notifications.

  5. Test and go live

Run functional, security, accessibility and user acceptance tests, then go live in coordination with DGE.

  6. Run and improve

Monitor completions and failures, fix issues and add features. TAMM by You lets residents propose and vote on services, so feedback keeps arriving.

The team you need

A single service can be delivered by a small team. A program that moves many services onto TAMM needs the same roles at larger scale.

RoleWhat they do
Service owner (your entity)Owns the rules and decisions, and signs off each release.
Service and UX designerDesigns bilingual journeys and tests them with real users.
TAMM OS developerBuilds journeys, forms and workflows on TAMM OS.
Integration engineerBuilds the APIs and data mapping between TAMM and your systems.
QA and test engineerTests every release: functional, regression, performance and security.
AI engineer (optional)Adds assistants, document reading or decision support behind the service.

If you need people for these roles, Birbal AI supplies TAMM developers onsite in Abu Dhabi at AED 25,000–45,000 a month, or remote at USD 3,000–8,000 a month.

What drives time and cost

  • How many journeys and variants the service has (for example, new, renew, amend, cancel).
  • Whether your back-office systems already have APIs, or need them built first.
  • How much existing data must be migrated or cleaned.
  • How many approvals and security reviews the release needs.
  • Whether Arabic and English content is ready, or still has to be written.

The fastest projects start with documented rules and a back office that already has APIs. If yours does not, build those first: they also prepare the service for AI.

Common pitfalls

  • Rules that exist only in staff knowledge, so they surface late as change requests.
  • Arabic text written last and translated from English, instead of designed in both languages.
  • No one named to own the service after launch.
  • Security review left to the end, when changes are most expensive.
  • A back office that needs staff to re-key data from TAMM.

Getting ready for AI on TAMM

TAMM 4.0 introduced AutoGov, which completes recurring services such as licence renewals, bill payments and healthcare appointments for people, based on preferences they set. Abu Dhabi aims to become the world’s first AI-native government by 2027, under its Government Digital Strategy 2025–2027.

For an entity, this means services must be readable by machines as well as people:

  • Eligibility rules written precisely enough to be automated.
  • Clean, structured data in the systems behind the service.
  • APIs that can check status and complete transactions without a person re-keying data.
  • Audit logs and clear points where a person reviews or approves.

Questions and answers

What is TAMM OS?

TAMM OS is TAMM’s low-code development platform. It lets Abu Dhabi government entities build and maintain their own services on TAMM with shared building blocks, instead of building each service from scratch.

Who builds services on TAMM?

Government entities own their services and build them on TAMM OS, with their own teams or with vendors working for them. Private companies can also offer services through TAMM as partners; ADX and Wio Bank joined in 2025.

How long does it take to put a service on TAMM?

It depends on the number of journeys, the state of your back-office systems and the approvals involved. A service with documented rules and a back office that already has APIs moves fastest.

What is TAMM AutoGov?

AutoGov, launched with TAMM 4.0 at GITEX Global 2025, completes recurring services such as licence renewals, bill payments and healthcare appointments for people, based on preferences they set.

What is TAMM Global?

TAMM Global, the Abu Dhabi Digital Services Company, was set up by DGE in October 2026 to license the TAMM platform and the methods behind it to other governments.

Can we hire TAMM developers?

Yes. Birbal AI provides TAMM OS, Dynamics 365, integration, QA and AI engineers, onsite in Abu Dhabi or remote, with profiles in 48–72 hours. See TAMM developers.
